I am pretty sure the facts of this article are inaccurate. The president cannot put implementation of a treaty that requires 2/3 majority into a trade agreement that requires a majority. Also the statement "it can’t be filibustered … it can’t be amended … and the GOP can’t refuse to consider it" sounds very inaccurate as well.
Too much sensationalist language in this.

Don't forget the U.S. Senate was officially disbanded when Harry "Ol' One Eye" Reid and Mitch "I Sit On My One Good Eye" McConnell disbanded it.
