Whoever wrote the letter is so clueless of the meaning of the words used they do not even know they are contradicting themselves.
xenophobia = intense or irrational dislike or fear of people from other countries.
Our flag had better intimidate other nations. We are not safe if it does not. That intimidation makes the other nation fearful (xenophobia), not us. First misuse of words.
Second misuse, nationalism has nothing to do with race. Almost every country on earth is a mixture of races. So to say nationalism and intimidating other countries has anything to do with race is so beyond idiotic it is sad to know these are "educators".
