Yes, we have. His name was Franklin D. Roosevelt. He tried stacking the Supreme Court in an effort to declare what he was trying to do constitutional but it blew up in his face. Woodrow Wilson wasn't much better. It was Wilson that re-segregated what was already a desegregated military, through an unconstitutional and unlawful executive order, as he felt blacks were inferior and not up to the task of defending the nation.
