I find round restrictions on semi-automatics silly, period. I find most other rules (rate of fire) etc, to be reasonable. To me it defeats some of the reasons to go to a range, if you cannot fire a couple rounds in rapid succession on a target. I'd say 2-3 rounds is reasonable. With the cost of ammunition today, people are not wasting rounds at the range.
If you are firing full auto, 4 rounds make sense. Even when expecting muzzle creep it still happens.
