You can, you only need the top tang for that anyway. The C39v2 being a perfect example of that. You can also buy replacement tangs if you feel the need to have both. There are a few places that sell them.
@XdEric, yeah, you have to drill the hole(s) in the stock for the screw(s). It's not as hard as it sounds. Just place the stock where it matches up with the hole in the tang, mark the spot for drilling, put the stock in a vice, and drill away. I used a carbon metal drilling bit to do so.
