Sounds like the stance the Germans took during WW2 against the Resistance. I agree that War is War and you don't win wars by ***** footing around, but at the same time you accept the consequences, like we did when we bombed the "bleep" out of Germany despite all the civilians killed. Today that would never happen of course.
