Here in WV your CCW permit does that. The logic that they used to get it passed was "Since you already had to go through the check to get the permit, why make you go through it every time you buy a firearm?"
That makes perfect sense to have the CCW permit serve as confirmation that you have already been screened to own a firearm. If the FOID isn't meant to discourage ownership, then I would love to hear someone (especially an IL politician) explain what purpose it serves. Illinois residents still have to go through a background check and wait peroid with each purpose.. I can't imagine that the initial fee even generates revenue after paying for the resources to process the FOID applications.
