"well regulated" had a completely different meaning to our founding fathers. As the Militia provided their own weapons for the most part, "well regulated" meant that the government would regulate what powder and ball it provided for service. Almost all militia regulations had to do with supply back in the day. States supplied regulations as to uniforms, and call up standards.
