"Well regulated" means "in working order, calibrated correctly, and functioning as expected"
The purpose of the 2nd amendment is to make sure the civilian part of the militia could pick up arms and maintain well regulation along side the army and guard. This grew out of Washington's and the other general's experience of trying to bring the civilians up to speed while already engaged in war.
Anyone who thinks adding these words makes a difference or sense is too uneducated to be of any use in this discussion. Given the fact it is hard to argue with Steven's education or credentials we can only assume he is simply a liar.
