I wouldn't believe it has anything to do with a crazy person. I would believe it's more to remove the possibility of a accidental discharge. Not having any hot guns on the line. You can have the gun there you can shoot it. It just needs to be cased until you get to the line. And unloaded during the firing break. Also remember the have a whole housing development built around the who are looking fir reasons to shut them down
