I understand. But one of the biggest costs for a range is probably insurance. And the Insurance company would probably double premiums even without the rule. I personally see no issue with holstered/secured weapons. To me they count as encased firearms. But I can understand a rule like that at a range being enforced. As to private property, I think those rules are best left to the property owner.
Personally, If I were going into Red Dot Arms I would ask. And I can understand if you said it is OK, but not in a sanctioned class.
But I think the final rules should rest with the property owner.
