Fostech makes a binary fcg that effectively turns your semi-auto AR into a 2-round burst weapon without needing a NFA tax stamp and has full BATFE approval. It fires once on the trigger pull and again on the reset.

They use to sell it in 500 round lots for $150(+s/h). It's marked .223 but it's closer to M193. It's the same training ammo used by Taiwan's defense forces. I use it in my 10.5" AR with no hiccups.
