For Illinois,
I'm pretty sure from what I've heard it has to be IN the center console.. From what we went over in the class in the console is considered a case, so it's alright to have the gun and the magazine in there as long as they're separate. However, so far, the glove box is not considered to be a case (at least not officially in a trial), so it is not an ideal place to put it.
I don't know how that changes with the concealed carry permit though. If you have the permit I don't see why it would be an issue at all.
