It also depends what the shooter can control. Hits with a 9mm are better than misses with a .40 or .45. My daughter is a great shot with a 9.
I also like to say that a shooter should shoot what they can shoot. Not everyone can handle a .40 S&W, 10mm, or .45 ACP. That doesn't change the fact that they're more effective than a 9mm, but if you can't handle the round it won't do you any good. My wife is visibly in pain when she tries shooting my USP 40 but is fine with a 9mm or a .380. Any weapon is better than no weapon if a situation presents itself and one is needed.
