Tell that to Rudy Giuliani who won his second term, the one when 9/11 happened, based on the crime prevention measures he instituted during his first term. Under those measures NYC stopped being the crime and murder capital of the world and it was actually safe to walk the streets and in Central Park. Those measures have since been gutted by first Bloomberg and now Bill de Blasio. It's gotten so bad in NYC that the founder of the Guardian Angels is getting the band back together.

Passing laws just to pass laws won't solve anything but a proper plan carried out by knowledgeable persons can make a difference, as Giuliani and the people he put in charge of carrying out his plan proved.
