Another option if you want something a little beefier than a .22 is a SKS. You can still find those in the $250-350 range, if you shop around, and they're a good rifle to teach someone on. I bought my 18 year old son one as his first rifle for around $350. An added benefit is that they fire the 7.62x39mm round, which averages between $0.20-0.25 a round. This means that at some retailers you can buy 1000 rounds for less than $250 and lately its been easier to find than .22 has. In either case this and the 10/22 would be great options as a first rifle for someone in their mid-teens.
