That's why I started carrying my wallet in the pocket opposite my gun. If they ask where I'm carrying and I say my right hip, I don't have to reach to that area to get the wallet. It's a little thing, but it might help keep everyone involved calm.
I would inform, required or not, but it's a personal choice. As soon as they run your plate and/or DL they will know anyway. The change to the law just clarifies that handing the officer your FCCL is considered informing. You don't have to actually tell them and risk saying the wrong thing.
