Ughh! I avoid the "CITY" as much as possible.
My question to you all is, if put in the mayor's or police chief's position, how would you all go about reducing these shootings? Myself:
1. First, understand and accept that as long as guns are out there, there will be shootings; therefore, increase patrols and security in hot spots like schools.
2. Enforce the laws already in place and increase the punishment for unlawful use; the jails are full, so release the low-profile, non-violent offenders.
3. Go after gangs by finding a way to limit their rights as gang members, but by special court order (ie. Anyone known to be an associate of the Crips, the police can have "extra legal tools" to pursue and arrest them. Many times it would seem the bad guys can evade long term detention by the laws in place already. Not sure I like this, but I see no other way to be "proactive". The police would be looking for weapons violations (CCW permits, etc.). Underage gang members get treated as adults.
4. Adopt more stand your ground laws here in Chicago to protect lawful gun owners. Right now, that's a long shot that a lawful owner would get fair treatment.
5. Make it easier to anonymously rat out people you know are gang members, for investigation.
6. Societal change; the entire City puts on a mass grass-roots campaign to make it uncool to have kids unsupervised; now, it's the norm!
6b. Provide apprenticeships to would be gang bangers to train them in a vocation; make it uncool not to be associated with one. Now, it's cool to be in a gang, at least to the kids.

Just my two cents. It almost seems a hopeless case, but the above could be welcome changes in my opinion.
