Not sure I agree this should be called a "gun safety program"....more like a gun law violator program.
A safety program would be around proper usage of firearms, not how guns are percieved by the public or the fact you see a gun.
I agree with Mike in my astonishment. I think the authorities would rather dumb down the verbage to make it "easy" for "concerned" folks to call 911.
