Not that I'm very well versed in politics... So maybe I'm missing something... But I don't get why they'd even try it

1. He can say "he tried" because "he cares", and the whiny little crybabies and grubby little parasites eat that try and care nonsense up, this is what is called Form Over Substance.
2. When you are on offense you can play Spaghetti politics, i.e. throw a bunch of wet noodles at the wall and, hey some of it might stick. With the main stream media squarely in your pocket calling the sky red it increases the stick possibilities.
