This is correct. No Warrant, no entry. The officers are lucky they were not charged with kidnapping, a Federal Felony. If I were the plaintive I might make an offer that if the Officers joined Oath Keepers, took a class on Second Amendment rights and apologized, that he might drop the financial awards, other than the repairs and a few bucks for time spent dealing with this. I am sure his intention is not to harm the officers themselves, but to see that this type of action doesn't happen again. Clearly the higher ranks should learn more about needing a Warrant, and need better training.
