If a person is hell bent on committing a crime, whatever that crime is, there is no way to stop him/her. It does not matter what action anyone takes. The perp will find someone and someway to commit the crime of their passion/delusion. The only hope is that they are shut down in the process or they wind up alerting someone before the crime has been perpetrated or a CC is in the area to hopefully deter the perp.
