The Protecting Second Amendment Rights Act would "would prohibit the ATF or any other federal agency from issuing or enforcing any new restriction or prohibition on the manufacture, importation or sale of ammunition in the United States."

So we basically need a law that says all government agencies must follow the constitution.

I guess I thought that we already had that.

They are follow their Constitution. It's not the same as the US Constitution I think that's the one you're thinking of the US Constitution doesn't work well with all of government agencies. I did try to find a hard copy of their Constitution But it just seems that they don't really have one cause it changes all the time.
