Wrong. Article 1 of the United States Constitution specifically gives Congress, in multiple sections, the power to lay taxes. It also specifically states that all such bills must originate in the House of Representatives.

Let me clarify my statement that they did not envision income taxes. Yes, Congress could levy excise taxes and direct taxes like property taxes but they had to be tied to the States and the census. It was the 16th Amendment that made the possibility of a national income tax Constitutional.
