Love to have one. If I lived out in the County area and I had ABSOLUTELY no one around... Heck yeah!
In-laws have one, so do many of their neighbors, but they live in a rural area. This, with neighbors just on the other side, is irresponsible.

OK, is he breaking any laws? No. Ok is he being responsible? No. I she being a good neighbor? No.
Here is why. He has inadequate safety berms to stop a bullet that flies off by accident. He will be making a lot of noise that will disturb the peace. His inadequate safety devices can make him liable in the event of an accident. So he is putting his neighbors at risk.
Gasoline tanks can be stored above ground too, but for safety reasons, they almost always are buried.

My father-in-law lives in rural Michigan. My bro-in-law wanted to shoot our new pistols and try out his dad's old one. His dad has parkinsons and can't shoot. We thought about just shooting on his land.
The first thing I did was go to google maps and my Topo software and map out and measure distances in all directions. There was one direction that might have been ok, but it bordered a lake and we would not know if there would be anyone near that shore or on the lake. It was a no.
Know your target and what is beyond. It was the beyond we could not be sure.
There are some things in life I will just risk. Where my bullet stops is not one of them.
It turned out a mile down the road was a great private range and my bro-in-law knew a member so we shot there.
I couldn't agree more. Where my son and I shoot (only 22's) is on his property into a hill with nothing more than his own pond to the side.
My Grandfather lived in Missouri and he had a bullet whiz by his head.
Always know where that gun is pointing!
