Any thoughts on how to modify a bersa thunder .22 safely, so that it will accept a greater variety of ammo? Currently needs high velocity to cycle.

Anything other than high velocity ammo is simply not powerful enough to cycle the action. They are a fixed barrel, blow-back handgun.
