A "study"? What did they do call a 5th grader? That's about all the study you need to learn this.

Chicago graduates 59% of their H.S. freshmen. And that is a record, and they are proud of it. At a cost of 14,000 for 13 years (182,000/student), and these graduates read at a 8th grade level, and have the math skill of Jethro Bodine (6th grade).
Lets just say they put Chicago High School graduates on the problem...
