I got this back from our Senator Durbin after responding to a GOA request to reach out to my reps on the recent Constitutional Concealed Carry Reciprocity Act of 2015 (S. 498). Boilerplate but quickly responded. I'd be satisfied with full reciprocity with no conditions, assuming the States all accept the same required training. Hell, I'd even go thru another required training if that would satisfy them! It makes sense that everyone should show proficiency in handling firearms for CC in my opinion. Now, since one State is different from the rest, I feel there' to much risk of being prosecuted for some little section of the law you didn't account for; honest mistakes, etc.

From the GOA letter I got: When Shaneen Allen was arrested in New Jersey for carrying a firearm with a Pennsylvania concealed carry license, the Garden State was flagrantly denying Shaneen’s rights and acting unconstitutionally.

Shaneen faced over a decade in prison -- and was only exonerated when gun owners pressured Governor Chris Christie, whose presidential ambitions made him unusually receptive to our message.

So consider this: When you carry concealed in New York, New Jersey, California, or another state, the fact that you are “right” isn't going to keep you from going to prison for decades -- unless the Stutzman-Cornyn legislation is passed into law and forces these lawless states to comply.
** This is totally unacceptable to me and I'd probably stand a much better chance of breaking the law without even having to retrieve my weapon! Thus, I don't carry very much; too many laws by overzealous governments.

Thank you for contacting me regarding legislation to provide reciprocity for concealed carry permit holders. I appreciate hearing from you.
The Constitutional Concealed Carry Reciprocity Act of 2015 (S. 498) was introduced by Senator John Cornyn of Texas on February 12, 2015. This bill would allow individuals who have a valid concealed carry license or permit in their home state to carry a concealed firearm in every other state that allows concealed carrying of firearms. This bill is currently before the Senate Judiciary Committee, of which I am a member.

While Americans are entitled to own and use guns in a responsible manner, the United States Supreme Court has established that reasonable state and federal restrictions are constitutional. Concealed carry laws vary widely between states. If permit holders in states with less rigorous issuance policies than Illinois are granted reciprocity, this raises serious public safety concerns.

Illinois requires an individual to complete sixteen hours of training, the longest of any state, before obtaining a concealed carry permit. This training requires the applicant to demonstrate a proficiency in areas crucial to ensuring public safety, including firearm safety, marksmanship in a live setting, and an understanding of all Illinois and federal laws relating to ownership, storage, carry, and transportation of a firearm.
Many other states require much less stringent training, or no training at all. Some states do not require an applicant to ever handle a firearm, and even allow the applicant to satisfy the training requirement solely through an online course. This wide variation in state law raises serious questions about the potential ramifications of granting reciprocity across all states.

but...but....i'm sure senator TURDin has heard the phrase..."the right of the people to keep and bear Arms, shall not be infringed."
