I want to look at how they did their system a little more later.. But it seemed pretty cool from the short time I had to check it out so far

Not sure I like how they formulate "training time" by giving fewest points to States that require more training. Doesn't seem to make sense. Although, I'll agree that whether you have 4 hours mandatory training or 16, it makes little difference. It's the continuing training that really counts.
