If they ask, you are obligated to inform. If they don't ask, you don't have to inform.

That's a duty to answer a question. Duty to inform is you have to tell them before they ask or find out another way.

Why place so many restrictions on conceal carry in the first place? I mean you have a FOID, then you need to have a apply for a CCW/CCL/CHL or whatever each State wants to call it. What else do they require for you guys to carry, your left nut?

You know how sometimes in medieval Europe when the King died and his kid, maybe 8 years old or so, became "King", and you always had a regent really running things because the kid was too young?

Imagine if there was no regent and the 8 year old actually ran things.

There you have it, Illinois government.

I dunno... I think what the law says, is that the police will assume you are armed if you tell them you have a valid CCL. I didn't see an obligation to disclose unless asked. I think you are almost always best informing an officer you have a valid CCL, regardless of the reason for a stop. The officers are probably just interested in ending their shift without incident, and go home safely. I have had one traffic stop and I told the officer I had a valid CCL, and it was in my wallet, and how did he want me to proceed. I carry my wallet on my right side and my weapon there as well. He said he would preferred I exit the vehicle, to remove my wallet. The stop was very professional, and he let me off with a warning ticket. I asked if that was the proper way to handle it, and said it was perfectly fine. In hind sight I think I will carry my DL & CCL in a shirt pocket from now on.

Maybe my brain is started to get wired differently, but the longer I carry and more familiar I become with guns the more I view carrying a gun no different than carrying a pen.

I am also convinced we will never change our nation's culture regarding guns until all the gun owners come to that conclusion/mindset as well.

If the officer is trained correctly then he/she should know that when they see CCL license, whether they pull up my info or I give it to them, they should be more at ease knowing I am one of the good guys. Whether I have a gun or not is irrelevant to that.

But since that is not reality, I would tell the officer. I would love to respond, "Yes, I have a gun, I also have a pen, a box of tissue, sunglasses, and there might be a couple french fries under the seat."

My thought process was a little different in the stop. The last thing I wanted the officer to see as I reached for my wallet, is my firearm, could cause all the wrong issues, so I spoke up. I figure I don't want to mention the words gun, firearms or weapon, so I decided to tell him I have a valid CCL. And ask him how he wanted to proceed. I do agree with you on the second nature part. But realize officers have to deal with all kinds. Why not be extra cooperative with law enforcement?

That's why I started carrying my wallet in the pocket opposite my gun. If they ask where I'm carrying and I say my right hip, I don't have to reach to that area to get the wallet. It's a little thing, but it might help keep everyone involved calm.

I would inform, required or not, but it's a personal choice. As soon as they run your plate and/or DL they will know anyway. The change to the law just clarifies that handing the officer your FCCL is considered informing. You don't have to actually tell them and risk saying the wrong thing.

Yeah, but it will take awhile before all the cops are up on the changes. Best to just be as cooperative and non-scary as possible. I'd never get used to the wallet change. I am just going to keep the CCL and DL together in a little case and put them in my shirt pocket while driving.
